Samsung does not allow us to change refresh rate on Galaxy Tab S8, S8+ and S8 Ultra. However, there is an app called Galaxy Max Hz that lets you easily change the overall refresh rate as maximum refresh rate limit for battery savings.
You can now download TWRP for Samsung Galaxy Tab S8 snapdragon version. Using this TWRP on Snapdragon S8, you will be able to flash custom ROMs and root your tablet. The only bug is that encryption is not fully working so if you need that you would have to wait.
There now exists a way to patch the stock recovery that will allow users to install custom recovery on Samsung Galaxy Tab S8. This will allow users to install third party firmwares and system software that are otherwise not allowed by Samsung.
Rooting gives you capabilities that are not possible if you do not root your Samsung Galaxy S8, S8+ or S8 Ultra. Rooting will void warranty and delete all data so keep that in mind. You will also need a Windows computer and a USB cable.
